Troutman is governed by an elected Mayor and a five-member Town Council. All seats are at-large and non-partisan. The Mayor is elected every four years; Council members serve staggered four-year terms. The Mayor Pro Tempore is elected by Council from among its own members.

Council meetings include a public comment period. Per Policy 51, speakers are limited to three minutes each, and a sign-up sheet is available at the lectern before the meeting begins.
