The Town of Troutman operates under a council-manager form of government. The Mayor and Town Council serve as the legislative and policy-setting body. The Town Manager, appointed by Council, serves as the Chief Administrative Officer responsible for putting Council policy into practice.

As Chief Administrative Officer, the Town Manager directs staff, executes Council policy, manages day-to-day operations, and delivers the services residents rely on.
